The Tax Barometer is composed of four trip elements: lodging, car rental, meals, and airport arrival and departure.  Each element of the trip is priced according to a standard purchase by a hypothetical "WTTC Traveler" in each destination.  This trip includes the purchase of four nights' lodging, four days' car rental, twelve meals, and one set of international arrival and departure airport charges. Taxes imposed on these purchases are then identified, recorded, and developed into a sector index.  Next, these elements are aggregated into a composite index for the destination, based on the average cost of each element included in the standardized trip.  If you would like more information on the development of the Tax Barometer, please refer to our research methodology.

The first item in the above table represents the combined tax total paid by the WTTC Traveler in each of the four sectors in Jakarta.  The second item (percentage of total item cost) indicates what percentage of the total bill is devoted to taxes.  The last item (overall tax index) reflects the cumulative change in the amount of tax paid in U.S. dollars between June 1994 and June 2002.  The rankings show how Jakarta compares with other Tax Barometer cities; a ranking of 1 is most competitive, while a ranking of 52 is least competitive.

Summary: Jakarta currently has an overall Tax Barometer index of 91, indicating an 9% decrease in travel-related taxes since June 15, 1994.  This change can be attributed primarily to significant decreases in air passenger charges, which helped offset increases in the other three sectors.  For a five-day, four-night trip to Jakarta, travelers can expect to pay approximately $115.00 in tourism-related taxes, a total that ranks as the 12th lowest among all surveyed destinations.

Summary:
 Taxes on car rentals in Jakarta have risen 10% since 1994, the result of a 1% increase in the Indonesian consumption tax that occurred in 1998.  Tax charges on a four-day mid-sized car rental total approximately $22.00, the 15th lowest among all 52 surveyed destinations.  The 10% increase in car rental taxes ranks as the 35th highest such increase among all destinations.

Summary:  Hotel taxes have risen 10% in Jakarta since 1994, and now total approximately $55.00 for a four-night stay.  This total ranks as the 27th highest among all surveyed destinations.  The percentage increase ranks as the 18th highest among all destinations, and the fourth highest among Asian destinations.

Visitors can expect to pay approximately $28.00 in taxes for twelve restaurant meals in Jakarta, a total that ranks as the 25th highest among all surveyed destinations.  Taxes on restaurant meals have risen 10% since 1994, the result of a 1% increase in the Indonesian consumption tax.  This percentage increase ranks as the 16th highest among all surveyed destinations.

Summary:  Air passenger charges have declined more in Jakarta than in other other destination included in the Tax Barometer.  The 71% decrease in air passenger taxes is the result of a decision not to levy an IDR 250,000 fiscal tax on international passengers.  This charge is still levied on all departing Indonesian citizens, but non-residents are now exempt.  Jakarta's remaining air passenger tax, the international passenger service charge, was increased to IDR 75,000 in June 2001.  This tax was increased three other times since 1994: in 1995 (from IDR 11,000 to IDR 21,000), 1997 (from IDR 21,000 to IDR 25,000), and 1998 (from IDR 25,000 to IDR 50,000).

 

Barometer No. 1: The international passenger service charge was increased approximately US$ 4.00. 

Barometer No. 4: The international passenger service charge was increased from IDR 21,000 to IDR 25,000. 

Barometer No. 6: The tax rates for car rentals, meals and lodging in Jakarta were increased from 10.0% to 11.0%. 

Barometer No. 7: The international passenger service charge was increased from IDR 25,000 to IDR 50,000.

Barometer No. 10:  The international passenger service charge was increased from IDR 50,000 to IDR 75,000 on 6-1-01.  A correction was also made to the base air passenger index : a fiscal tax of IDR 250,000 was previously levied on all departing international passengers; it is now levied only on Indonesian nationals departing the country.
