Background
The World Travel & Tourism Council and the Tax Policy Center
established the Taxation Policy Task Force in 2001 for the
primary purpose of raising awareness of issues that present
opportunities for, or threats to, the growth of Travel &
Tourism. The Task Force reviews examples of new tax
proposals and assesses their effectiveness and appropriateness
against the WTTC's Principles of Intelligent Taxation.
Operating Procedures
Tax Policy Center staff regularly monitor tax policy issues
associated with visitors and travel companies around the world.
When a significant tax policy proposal is identified, Center
staff prepare and distribute an in-depth analysis of the
proposal to the Task Force, taking care to present a balanced
unbiased presentation of the facts. The Tax Policy Center then
coordinates and hosts a review and evaluation of the proposal by
members of the Task Force. Discussions are held via conference
call. In addition to their general expertise and knowledge,
members use the WTTC’s Principles of Intelligent Taxation to
guide their evaluation of each proposal. A majority vote will
decide whether the panel will “support”, “disapprove” or
“abstain from comment” each proposal.
Once the Task Force panel reaches a majority opinion on a tax
policy proposal, the Tax Policy Center staff prepares a summary
report of the panel’s findings and communicates the decision to
industry, government and the media. WTTC and Tax Policy Center
staff serve as primary contacts for follow-up interactions with
media, government officials, or others concerned with the
proposed tax policy and/or the Task Force’s findings.
